Government County Services Districts Demographics Civic Center Geography The City and County of Honolulu is a county located in the U.S. state of Hawaii. It is also the official municipal and cultural entity of the combined urban district of Honolulu and the rest of the island of Oahu in the U.S. state of Hawaii, as prescribed in the city charter adopted in 1907 and accepted by the Legislature of the Territory of Hawaii. The City and County encompasses all of the island of Oahu and several minor outlying islands including all of the Northwestern Hawaiian Islands (islands beyond Niihau except Midway Atoll)[1]. It acts as a public corporation that manages various aspects of traditional municipal governance primarily in the American manner. The population of the City and County was 876,156 at the 2000 census[2], making it the eleventh-largest municipality in the United States[3]. Upon becoming a consolidated city-county on April 30, 1907, the combined territories were incorporated as the City and County of Honolulu, as it is known today. |

On June 2007, Major Mufi Hanneman signed Bill 26, C. D. 2 into law. This bill becomes City Ordinance 07-022 that updates the City & County of Honolulu Building Code through the adoption of the International Building Code and International Residential Code, with local amendments. The Flood Insurance Rate Maps (FIRM) produced by the Federal Emergency Management Agency (FEMA) is an important tool for planning and protecting life and property against flooding. What is the Definition of Owner-Builder? Chapter 444, Hawaii Revised Statutes (HRS) defines owner-builders as owners or lessees of property who build or improve structures on property for their own use, or for their immediate family. How do I qualify as an owner-builder? As an owner-builder, a homeowner acts as its own contractor. When the home owner applies for a permit, the homeowner is asked to identify all subcontractors who will be working on the project, specifically the electrical and plumbing contractors. These subcontractors must be licensed. |

When Building Permits are required: (a) No person shall perform any of the following or cause any of the following to be performed without first obtaining a building permit therefore as prescribed in this section: (1) Erect, construct, enlarge, alter, repair, move, improve, remove, convert or demolish any building or structure (2) Any electrical work (3) Install, remove, alter, repair or replace any plumbing, fire sprinkler, gas or drainage piping work or any fixture, gas appliance, or water heating or treating equipment; or (4) Construct, reconstruct or improve any side walk, curb or driveway in any public street right-of-way (b) Exceptions. A permit shall not be required for the types of work listed below. Exemption from the permit requirements of this code shall not be deemed to grant authorization for any work to be done in violation of the provisions of the technical codes or any other laws or ordinances of this jurisdiction. (1) Work excepted from building code provisions under Chapter 16. Work on sidewalks, curbs or driveways regulated under the provisions of Chapter 14, Article 18, however, is not exempt from permit requirements.
